US State department says: Uzbakistan is not a democracy but Bush sees it differently

He wonders how easily the human rights violations by Karimov in Uzbakistan is being ignored for the sake of US's interests. This developing friendly relationship is despite what is stated at the U.S. State Department web site that claims: "Uzbekistan is not a democracy and does not have a free press. Many opponents of the government have fled, and others have been arrested." and "The police force and the intelligence service use torture as a routine investigation technique."
